The management of growth issues in the South Platte Basin is moving traditional water and land uses beyond historical patterns.  Interstate litigation, the Endangered Species Act, and federal permitting requirements are limiting water use.  Colorado s position as an upstream state presents challenges of instream flow requirements, groundwater quality, endangered and threatened species, and the use of new technologies in watershed management. The 1998 Forum examines the many issues involving changes in traditional water and land uses and the need for integration to satisfy the competing demands of various interest groups.
